Nootti is diplomatic correspondence between states. The Nootti has a somewhat negative connotation because most messages between states contain some issue that needs to be resolved. The most famous note in Finnish history came from the Soviet Union in late 1961. The Soviet Union proposed joint military exercises because of the world situation. President Kekkonen negotiated with the Soviet leaders and managed to cancel the exercises. The reason for sending the note was to ensure that Kekkonen would win the 1962 presidential elections in Finland.
